It seems the toggers come in n out and most are now playing in AoC, from what I gather.
AO has 3 subscriptions, Free, 5 dollars us/Eur and Full subscription. the free sub is just Notom wars (tower wars) and is limited to how long you can play free. the $5 subscription is same but has the Shadow lands expansion, If I could I would be just playing that subscription, the full subscription will have all that plus Alien invasion and/or LE , if your going for full sub price might as well get it all the way to LE expansion.
Best thing to do is start a free account and see if you like it, if you do then upgrade to SL, $10 for game then $5/month. If you want access to Org cities, then you'll need to upgrade to at least AI, but there again for the same price of going to AI you might as well go all the way to LE.
technically yes, there are toggers playing AO, but not enough at the same time to start their own Org, it looks like at one time there was. There are some already well establish orgs worth joining, so no real reason to start a ToG only Org. I just recently just started playing AO again, fact is, it was ToG was the reason I stopped playing, Kinda

.. I never ran into any ToG players while playing AO, but about 4 years ago I started playing Eve, and that was how I discovered ToG, and so I kept my subscription to EvE and dropped AO. There has been some changes since I last played, but found the Org I used to be in is still there. So I may just join them again, and they are like one of the largest Orgs in AO, so chances of hooking up with another my same level should not be hard.
The other choice you'll need to make , is which server, there are 3 to choose from, I am not sure where the servers are located, but RK3 is the German sever, there is RK1,RK2 and German, I am on RK2. I have made toons for each, oh and you can have I think up to 6 characters per server.
I know back 4 years ago, the classes you can choose from really depended on what you like to play, from what I have been reading things have changed, gone more towards just PvP. The PvE is still the same, but more additions that had been added since my last time playing, has been directed towards PvP.
There are quest, missions and of course PvP.
another thing to note, they're building a newer game engine for the game the current one is the same one they had 4 years ago, so you might say, the game is older computer friendly

. The new engine I think comes out this coming fall or winter.
when that happens they were going to eliminate a lot of the useless armor and weapons, and there are a lot of them
there are 14 classes to choose from (12 if your just on a free account).
more info can be read from AO's official forum

oh and there are 3 factions , none have any real advantage over the other, lil things maybe, but not really noticeable, maybe starting out they are, but after mid way to end game levels there is no real difference.
AO has pretty much all that could be found in a RPG, there is the PvM, Quest, Missions, Social events, PvP and DJs. not every one looks the same either, well not clothing that is, body yes, clothes no. this is not city of heros, but you can mix up the social clothing and have a different look.
