Trust the linguist. The fourth option is correct. You need the commas before and after the said Liam. It is treated the same as a complex adverbial phrase in the middle of a sentence,
e.g. The captain of the ship, after reviewing the charts, exited the room.
If you start a phrase or clause with punctuation, it must end with them.
