Yes, but I thought even if you bought it at retail it would require you to install Steam... I could be wrong, it has happened before
And regarding the "free" gifts when preordering I didnt receive a message telling me that Civ5 was unlocked, I saw that it was unlocked on the XCOM page and clicked on the Civ5 link where it told me I already owned the game.... so I installed it
