You have checked no to three important questions:

Do you want full TOG membership?

Are you over 25?

and
Have you read the FAQ?

Once you can answer yes to all of these questions you must visit "User Cp" (in the grey menu bar above"

Click on "Edit Your Details" and scroll down til you see the three questions. You will then need to check the "yes" box.

Once you have done that your application can be processed.
