I would suggest he is. That is, his mind is slipping due to the pact he made to facilitate his escape. A faustian agreement that has yet to run its full course, and which seems to have roots even further into his past.
So while he may well know where he is, he might be losing his grasp on
who he is. Or what. What

And as to hope... Well, I strongly suspect there might not be enough left of his mind to serve as a home for such.

As Kūrgan is still recovering from the ordeal of his escape from the Undercity detention tombs, he is not in any shape to seek help actively, though.
...although a haunted figure matching his description, clad in the tatters of a high priest's cloak was spotted by Everlook bruisers, muttering that he must seek the ancient undead warlock he had encountered in the icy wastes there and wailing of darkness and painful chains noone could see.
