I wonder if those registry scanner/cleaner programs would pick up/fix any issues. (I usually avoid them too. I have the mentality of "stay away from anything that touches the registry, that you can actually avoid doing". Although I have edited the registry in the past, with fingers, toes, legs and eyes crossed.)

I can tell you it's like a breath of fresh air now that this is fixed!
Just one note, I did not use any external programs.....all I did was repeatedly use the SteamService.exe /repair command and then used Regedit to view what was happening in the registry and also to change permissions/owners on the relevent keys.
One further note that might help you....sometimes when changing permissions on the keys a message saying similar to "you don't have permission to do this" popped up.....this was the signal (I figured out after some bumbling around) that that particular key did not have an owner set. I think, from memory, that you have to hit advanced in the permissions box, then the owners tab to set an owner (I set it to administrator).
