I don't have this issue as a rule, though I admit I do not monitor its download speed every time it happens.
What I have is TF2 doing a lot of updates compared to every other game I have installed

Join the club. It seems Steam sold too many games over the holidays and can't really deliver. Wouldn't it be awesome if Steam implemented a BitTorrent-like system so that downloads would get faster the more people downloading.
