The FTB server has temporarily replaced "Sanctuary", as something new and interesting for players to enjoy over the Xmas period.
Currently the FTB server has had much more activity than "Sanctuary" has for some time, and seems to be well liked. However whether to make this a permanent replacement for "Sanctuary" or not has not yet been decided by the modmin team. There are a few issues needing to be addressed with this.

Is there a cooling off period for noobs to ensure they'll be active? And does being active on the TOG forums specifically mean the minecraft divisions forums?

The condition for players is for both active in game (as there are limited house-lots available in Spawn City, players can't claim an lot and then not use it), and active on this Division's forums (so that you are always able to read and be up to date with any messages relating to the server).
AFAIK, new players will be allowed.

You will need something like
Nostalgia to downgrade your Minecraft. As FTB runs it's own launcher, you do not need to worry about version numbers for that. So you might not need to downgrade to join that server. If you wanted to play on "Frontier" you would need to downgrade to 1.3.2 if your Minecraft is more recent than that.
If you plan to play on our servers and also singleplayer and want to be able to play both the updated version and whatever our servers are running, I highly recommend
Profile manager - which allows you to run several different installations of Minecraft at the same time. So for example I have a modded 1.4.5 version I use for singleplayer separate from the default installation which I keep as vanilla 1.3.2 for use on our servers.
