Which Clan
This is a useful link on the current status of the (Edit.. "House") membership on mechwarrior online:

Which faction is for me? (Open recruitment drive) - MechWarrior Online

So from what have checked up on you can join any one of the particular clans, or sign up in the Merc corp.. ..we could even set up our own TOG mercenary group! :D

These are not "clans" these are house factions.
Clans are Ghost Bear, Smoke Jaguar, Jade Falcon etc.
Which... as far as being in the game the answer in the FAQ was a "wink"

From deep in the forums.

But seriously, I think some of these factions around here (and by some I mean a metric crap ton) are going to be disappointed when the game comes out and they can't enter their faction name. It seems to me a really scary amount of folks ignored the clause in the FAQs talking about how some units will be reserved.
On top of that there are bloodnames as well.
There is so much lore that hasn't been confirmed.
The only way I could see it to work is that TOG is its own group of mercs who have their own allegiances or none at all.

In saying that.
My allegiance is to Victor.

Yup, cant be 100% till the game is out and agree with you there, a TOG group of mercs would be pretty epic!! :)

Sooo ... mercs?

FAQ answered a couple of questions:

Q. Will you be able to pick what faction you play in MechWarrior® Online™?

A. When you first create your pilot, you are going to have to align yourself with one of the Great Houses in the BattleTech® Universe. Each house will have its benefits and drawbacks and it will be up to you to read up on the house selection menu on which house you will pledge your allegiance.
Q. Will players have the ability to form their own custom clans in MechWarrior® Online™?

A. We're trying to be careful with the naming of some features in MechWarrior® Online™ and "clans" is one of them. Players will be able to form their own customized Mercenary Corporations (Merc Corps for short). These operate in the same way that the term clan refers to in other first person shooters. A better way of thinking about Merc Corps is as a "guild". Within the guild you can create Lances("parties") and join matches in that manner.
Soo ... MERC outfit it is, flying the TOG banner for freedom!
I'm guessing that the story will go "Join great house, become great pilot, bring great shame/decide to strike out on own (or some other great tragedy), join MERC team to repair damage/avenge death/achieve honour"

have been a part of House Davion Federated Suns - BattleTechWiki for more years than i care to recall. early access (of sorts) starts in august, with little information about how this mechanic will work this early in the process. depending on how the TOG MWO division comes along, i will reserve my decision on this matter until details are more clear.
