Default Is this machine allowed on the FTB server?

It acts as a limited chunk loader (but seems to be pretty well behaved when it comes to block updating and lag.

Yes, it's allowed. It actually helps a lot because it doesn't leave piles of flowing lava in its wake.

I wonder, when a flow of lava or water has stabilized is it still a larger drain on the server than a normal source block? I mean, sure I understand there are calculations to be done when the water/lava spreads, but once it stabilize?

In my experience, it's a problem, especially in large quantities. I can't say exactly why, but it does seem to cause a problem.

I checked around a bit about running water, and while this thread is in no way an authority on the matter, the explanation seems valid: does running water cause lag on servers? : Minecraft

The mechanic being that flowing water (or lava) does not cause lag once it's stable, but it must be re-calculated each time that chunk is loaded which will cause extra lag under the chunk loading process (but probably not while it's loaded). That should also mean that longer flows is worse than short ones (a waterfall is much worse than one missing lava source block).

That's an interesting read. What flowing water does cause for sure, incidentally, is client lag. A lot of it. But that's no surprise.
