Irimar told me part of what I am doing incorrectly. I am now using the proper version of Direwolf. I have set the new config files up. The error message I get now is this:

"ID 102 is mismatched between world and game."

Well, hold on a bit. I'm going to upgrade the server to 1.0.23 this evening. Then we'll sort this out.

I have updated the mod pack and tried reinstalling the config files more than once. Still getting the "ID 102 is mismatched between world and game" every time I try to come back.

I will run through the process and document it, so there are some step by step plans. I might have some time to run through it tonight. I'd love to add pictures, but we will see.

It still sounds like you are having an issue with the configs :/

Depending on where you installed the FTB client you need to copy the configs into a directory a number of folders down from there. (something like Direwolf20\minecraft1.6.4\configs? it might be even deeper than that) You then copy the two directories taken out of the zip file into there. I think you should get some file overwrite warnings.
