Basically all your stuff on most (there might be one that isn't) is stored on in a database.
SWG just left everything there till about 2 months back, where they decided that if your account had not been activated for the past 6 months then they deleted everything. So, for an example
Me, logon is "MyStationLogin"
I log into SWG, play for a couple of months, then cancel 'subscription' to SWG
4 months later, I come back for a month. Then again, cancel 'subscription'
This time, I stay away for 7 months. Starwars Galaxies says if the subscription isn't activated for over 6 months, characters are wiped (or possibly just their items).
So next time I 'subscribe' again there is a good chance I'm right back at the start.
EQ may have the same system. Look around or ask questions in their forums. Being new, they may not have a system in place. It depends on whether their database is filled with old, unused characters. As soon as that starts effecting performance, they'll implement a delete.
Overall rule though is they more than likely will try to give fair warning, and hold onto your precious characters as long as possible. Each game is different and SUBJECT TO CHANGE. Thats the scary part. I'd check the announcements once a month if you plan on going back.
