Civilisation, when it first came out in the mid 90's. The guy at the pc store, really talked it up. Most frustrating game I have ever played.
Transport tychoon, which came out the following year I think. That wasn't so bad until, your 'competitor' decided to build railway tracks in crazy places, and heaven forbid if you didn't 'save' as you went along.

Land of the Dead For the Xbox
I thought that something was wrong with my disk.Getting stuck in walls, computer A.I. was the only thing entertaining about this game becuse of how bad it was.Poor design, layout, and animation.I even got my money back at the gamestore, after playing in in the store with the manager.

Whenever I see a best/worst thread on the net, normally about movies... It always amazes me how often someones most hated, will be someones most loved!
Civilisation?? Worst game ever made??? Holy crap!! That'd be on plenty of peoples best ever list!!
I'm yet to find an ET fan to complete the cycle though!!

Civ 1 is listed as the #1 game of all time at present.
Civ 4 is listed as the #2 game of all time at present.
Theres a Beyond the Sword review up someplace on the front page, where this is mentioned.
Civ #1 enthralled me for weeks on end. Loved that game.

Sir Fitz
I don't know whether to be disturbed by that or congratulate you.
*edit* On further reflection, I am amazed someone worked out what the hell you were supposed to do.
