I played it. As best I can remember (it was a good while ago, after all), I quite enjoyed it too (especially the city-building aspects as I'm a fan of that genre, and the other aspects of the game didn't get in the way of that).

I played it when it came out but can barely remember it. Vaguely remember little tanks and troops moving around in the cities blowing things up. Very foggy memory though.

If you are looking for the next great 4X game strongly suggest you take a look at Distant Worlds.
