The multiplayer portion was built by DICE the Swedes of the "
Battlefield Franchise" fame. This multiplayer portion will probably have the
Frostbite physics engine that was very popular for
BC2.
About the only singleplayer experience DICE has ever had was with the
Bad Company line of games. So it was probably best to hand it off to another game developer. Besides it'll decrease the development cycle by having each game studio work on its portion of the game. Instead of one game developer take 2 to 3 years on their own to complete the game title.
Recalling originally EA felt slighted by the success of MW2 in retail by "
Infinity Ward". So
MoH was their response to this old grudge match with the folks that created the "
Call of Duty" franchise. (at Infinity Ward) But as fate would have it Activision got greedy in bonus pay with the creators of MW2 and "Call of Duty" series. Where EA is now bank rolling in part a new game studio called "
Respawn Entertainment" for Vince Zampella and Jason West.
