I think it's so cheap as there are only a handful of maps to start with and they plan on doing a bunch of DLC.
They want a lot of copies bought so they can sell a lot of DLC.

... pre-ordered it, but it says that I can't install it atm because the Steam-Servers are too busy ... for this price the game should be ok ...

Fair enough I suppose. Heist is the same price as one expansion pack for COD.
