Yeah they are. From:
No Mutants Allowed - Your Post Nuclear News Center!

Interplay is still working on the Fallout MMORPG it had announced. Does this mean Interplay still owns the Fallout intellectual property?
Pete Hines: Yes. We've licensed the rights to Fallout 3 as well as sequels -- Fallout 4, Fallout 5.

Well, was passing by and saw the thread, don't want to rain on your parade, but some facts from an old Fallout fan who has been keeping up to speed, and also from someone who reviews PC games for professional magazines, even if that is not my prime occupation.

1) Fallout 1 and 2 were legends, and all of the old fans are still deep in love in them, me included.

2) Fallout tactics was a grave failure in the eyes of the most Fallout fans, since it was not an RPG game, but some odd tactic sort of a game. It had nothing of the original game, except for the name and post apocalyptic setting. While the vast majority of the Fallout fans despises the game, I played it and even though I found it to be, well, neat in its own kind of way, it failed miserably to give me anything from that old feel of playing the first two parts, with its dark sense of humor and freedom of action that was unparalleled in most of the RPGs, from back then to this day.

3) Bethesda will be making Oblivion with guns. I did play Oblivion, but mind you, I already forgot all about the game, that much impression has it made on me. This opinion is firmly anchored in the hearts of the Fallout fans, who have been waiting for a sequel of Fallout for almost ten years now, only to see the demise of Black Isle upon the hands of idiotic Interplay leading staff who managed to get themselves soo deep in the debts that the company has been a walking zombie for last four years or so, selling what it had, owning everyone and their own employers big money. 2003 Black Isle Studio was working on project Van Buren, which was actually Fallout 3 undercover, but then the entire staff was laid off due to the financial troubles of Interplay. Van Buren vanished into thin air.

4) You will never find a more rabid, dissatisfied, scornful group of fans of any game as you will find it among Fallout fans. Imagine seeing yourself deprived of the sequel of one game you found to be the most enjoyable gaming experiences of your life, and being denied of it every year, over and over. They already hate Bethesda, and Beth knows it, and is trying to avoid them as much as possible. Their target audience is the new generation of console players.

5) And me? Well, I just tag along, hoping to see Fallout 3 come out and not being all too messed up. I won't waste my time hating any developer for thinking money first, but they won't get my kudos either.

6) Oh, and as for Fallout MMO, which I would love if, of course, done right, you can forget about it. Interplay doesn't have enough fundings to hire a cleaning lady. They launch a rumor like this every now and then to scam some ignorant fool out of their money, but as of know, everyone in the gaming industry knows that Interplay is a bottomless pit, do not throw your money (or hopes) inside it!

Crossing my fingers and hoping for the best...

What a shame. They used to be THE company for RPGs...

From what I know, some fan groups have been working on a sequel to Fallout 2 using the same engine as Fallouts 1 and 2. I'm not sure, but I think the new owners will not make a lot from the tabletop type of game. In which case, I hope they will consider allowing groups to continue working on the fan-made games (at no cost to the owners), which can be released for free and to market the FPS-MMORPG version. This should lead to a win-win situation.

Black Isle's Fallout 3 with the undercover name van Buren, no screenshots of the Beths F3 exist yet. I believe its all on the drawing board with them yet.
